ALBA Declaration on Honduras, August 12, 2009

Felipe Stuart has done all of us a great favor by translating this declaration from Spanish into English.  For each paragraph, Felipe has placed the English translation after the Spanish.  Before the translation of the declaration, Felipe shares valuable insight on the importance of ALBA support in the situation of Honduras.  This was first posted on CubaNews.

Below please find my rough translation of the August 12 ALBA Declaration on Honduras.

One vital factor in the Honduran crisis has been the vital leadership role the ALBA Alliance (and especially Venezuela and Nicaragua) have played to maintain Latin American unity, and steadfast adherence to the OAS demand for the immediate and unconditional return of constitutional democracy in Honduras. Under enormous pressure from Washington, some Latin American countries have felt constrained to retreat from that position and go along with a compromise — that is, for Zelaya to return as titular head of a “national unity” and “reconciliation” transitional regime. ALBA, while respecting the right of the legitimate government of Honduras, headed by President Zelaya, to determine its own approach and to make concessions if deems unavoidable, has focused on defending the right of Honduras, and its people, to self-determination free from imperial pressure and intervention. Hence, the up front defence of the right of the grassroots to resist and to insurrectionary rebellion against the military regime. In this, they are merely concurring with the Zelaya government that has consistently proclaimed that right, both within Honduras and in the international arena. Based on that clarity of purpose and goals, the ALBA countries appeal for ever more vigorous international solidarity with the Honduran resistance, in the great tradtion of Simon Bolivar, Jose Marti, Morazan, and Sandino.

DECLARACIÓN DEL CONSEJO POLÍTICO SOBRE LA SITUACIÓN EN HONDURAS

Documents of the First ALBA Political Council Meeting, 09082009  Quito, Ecuador

1. Reiteramos los términos de la Proclama del Consejo Presidencial de carácter extraordinario del ALBA de 29 de junio de 2009, en Managua – Nicaragua, en la cual los Jefes de Estado exigen el retorno inmediato, incondicional y seguro del Presidente legítimo y constitucional de Honduras José Manuel Zelaya, a sus funciones constitucionales.

1. We reiterate the terms of the ALBA Extraordinary Presidential Council Proclamation, of June 29, 2009, issued in Managua, Nicaragua, in which the Heads of State demand the safe, immediate, and unconditional return to his constitutional mandate, of the legitimate and constitutional president of Honduras, José Manuel Zelaya.

2. Condenamos de manera enérgica las violaciones reiteradas a los derechos humanos del heroico pueblo hondureño por parte del Régimen militar golpista y reiteramos nuestro apoyo a su derecho de resistencia e insurrección contra la opresión de un régimen ilegítimo, consagrados en la Constitución Nacional Hondureña reiterando que acompañaremos el proceso de resistencia hasta su victoria final.

2. We energentially condemn repeated violations of the human rights of the heroic Honduran people by the coup engenered military Regime, and we reiterate our support for the right to resistance and insurrection against the repression of an ilegitimate regime, rights consacrated in the Honduran National Constitution. We reiterate that we will  accompany the resistance process until final victory.

3. Reiteramos nuestro compromiso de mantener todos los programas de cooperación en curso con Honduras, como miembro pleno del ALBA, a través del Presidente Zelaya, y además incluir la financiación de algunas actividades prioritarias del Gobierno legítimo de Honduras y, en cada uno de nuestros países, de las actividades de la Embajada de Honduras.

3. We reiterate our commitment to maintain all cooperation programs underway in Honduras, a full member of ALBA, to be carried out through President Zelaya, and as well to include funding of some priority activities of the legitimate government of Honduras, and, in each of our countries, the funding of activies of the respective Embassy of Honduras.

4. Pedir a la Secretaría General de la OEA no someterse a las “condiciones” intransigentes del régimen militar golpista (cambio de fecha y vetar la integración de la Comisión de Cancilleres) y pedirle que convoque de manera urgente a una Asamblea de Cancilleres de la OEA para discutir las acciones a tomar para el retorno al orden constitucional en Honduras.

4. To ask the OAS General Seccretary not to submit to the intransigent “conditions” of the military coup regime (changing dates and vetoing the composition of the [OAS] Commission of Foreign Ministers) and to ask him to convene in all urgency an Assembly of OAS Foreign Ministers to discuss what actions to take to bring about the return of constitutional order in Honduras,

5. Solicitamos que se convoque a una Reunión de Cancilleres del Grupo de Río.

5. We request convening of a meeting of Rio Group Foreign Ministers.

6. Acordamos no reconocer a ningún Gobierno que surja de un proceso electoral convocado por el Gobierno de facto, pues surgiendo de una ruptura constitucional sería igualmente ilegítimo.

6. We agree not to recognize any Government that emerges from an electoral process set up by the de facto government, because, as it stems from a constitutional rupture, would be equally eligitimate.

7. Acordamos consultar a los sectores sociales de cada país sobre la posibilidad de convocar a un foro social de los países del ALBA para apoyar la restitución de la democracia en Honduras en fecha y lugar a determinarse.

7. We agree to consult with social sectors in each country regarding the possibility of holding a social forum of ALBA countries to support the restoration of democracy in Honduras, on a date yet to be set.

8. Encargar a la Secretaría Ejecutiva de la Coordinación Permanente que asegure el seguimiento diario sobre la coyuntura en Honduras y la aplicación de la presente Declaración.

8. To mandate the Executive Secretariat for Ongoing Coordination to assure daily follow-up regarding the current situation in Honduras and carrying out the mandates set forth in this particular Declaration,

    The call for the social forum is the most important development here. It should be convened ASAP.
